Valve has introduced a new "Tournament Operating Requirements" rulebook, outlining guidelines for hosting Counter-Strike 2 tournaments starting in 2025. These rules aim to standardize tournament practices and create a fairer competitive environment by regulating team invitations and event structures.

Key distinctions in the rulebook include categorizing events into "Ranked" and "Unranked" categories. Ranked events contribute to Valve's Regional Standings (VRS) and must adhere to strict rules regarding team invitations based on these standings and qualifying criteria. In contrast, Unranked events have no restrictions on invitations but are limited to a total compensation of $100,000 per event and $250,000 annually per licensee.

The rulebook also introduces Tier 1 and Tier 2 event classifications. Tier 1 events are mandated to invite teams based on their standings, feature a minimum of 16 teams, and include at least eight qualified teams. Tier 2 events, while optional to feature direct invitations from VRS, can only invite teams ranked ninth or lower, with both tiers having the option to include open qualifiers.

Ranked events face stringent requirements, such as inviting a set proportion of teams via closed qualifiers and adhering to strict invite criteria from the VRS. Valve allows flexibility with two Wildcard invites per main event, provided these teams meet specific performance criteria over the past year.

Additionally, the rulebook stipulates detailed requirements for tournament announcements, including dates, locations, qualifiers, and prize pools. Valve emphasizes fairness, prohibiting exclusivity agreements, discriminatory practices, and conflicts of interest under the "Competition/ Integrity" section.

These new regulations provide transparency and structure for future Counter-Strike tournaments, influencing the tournament calendar for years to come amid a robust schedule planned for 2025, featuring 23 anticipated events following announcements from PGL and StarLadder's return to hosting regular Counter-Strike tournaments.
